The Association of Indiana Counties (AIC) announced that Porter County Clerk Jessica Bailey received the 2023 Outstanding County Clerk of the Circuit Court Award. The award recognized her contributions made to county government throughout her years of public service.
Jessica is in the first year of her second term as the Clerk of Porter County.
Prior to being elected Clerk, Jessica served six years on the Portage Township School Board. She earned her bachelor’s degree from Purdue University North Central and her Master of Public Administration and Nonprofit Management from Walden University.
Jessica was named the 2021 Indiana Election Division County Election Board Member of the Year and she completed the National Association of Counties High Performance Leadership Academy. She serves on multiple committees and boards including the AIC Board of Directors, AIC’s Training Committee, The Court Administration’s Justice Partners Committee, and the Judicial Strategic Planning Committee. She also participated in the 2-day VSTOP Audit.
Jessica strives to ensure voter confidence in the election and was the first county in Indiana to offer mobile voting using a mobile vote bus to reach registered voters.
The award was presented during the AIC’s 65th Annual Conference in Orange County. The AIC’s Annual Conference is the largest gathering of county officials in the state. Representatives from public agencies, private entities, and local elected officials addressed issues such as Public Access Laws, Budgeting Best Practices, Technology, Human Resources Challenges, Road Funding, Public and Mental Health, Regional Tourism, and Natural Resource Matters.

The Association of Indiana Counties, Inc. is a nonprofit organization established in 1957 for the betterment of county government. The various functions of the AIC include lobbying the Indiana General Assembly on behalf of counties, serving as liaison among counties, state and federal agencies as well as providing technical assistance and training to county officials and employees.
