At the Press conference held at LaPorte City Hall on March 10th, 2026, three brave women spoke about the looming economic downward spiral caused by “out of control” increasing NIPSCO Utility Bills.
Churches are desperate and close to closing their doors. Downtown LaPorte Businesses are contemplating closing, families are considering moving out of Indiana, and Seniors are spending their entire Social Security check just to pay NIPSCO. Restaurants are adding on a 5% Nipsco tax. Pet clinics are about to close, and many, many other Northwest Indiana social services have been canceled.

“Never did I ever think that I might lose my house over my NIPSCO bill, but that might happen, and other people will have it happen too,” stated Kim Robison, one of the three speakers. (pictured above)
Proving that Northwest Indiana is in an “Affordability Crisis,” La’Tonya Troutman presented a brief titled “2026 Energy Affordability Impact Report” for the Hoosiers for Utility Reform who is working for greater coalition to get better accountability and changes. This report is available online here. https://linktr.ee/prfectpr This report has been hand delivered to Governor Braun and the IURC Commission in Indianapolis.
According to the report over the past several months, families across Northwest Indiana have been raising concerns about rapidly raising utility bills. Many residents say their bills have doubled or even tripled, with delivery charges sometimes making up a large portion of the total cost.
“These utility bills keep increasing and the Delivery Costs cannot be budgeted and cannot be planned,” Troutman stated. The report states that patrons have stated “Our ambition of raising our family in Indiana is Shattering right before our eyes . . . we don’t know how we are going to manage, and are planning on going to another state,” Troutman continued. (Pictured left above)
According to the report, NIPSCO Delivery Charges have doubled and tripled compared to previous years. “This is not a brief crises that the delivery charges are much higher than their actual usage, which is NOW a significant portion of their bill. We need fairness, transparency, and long term affordability,” Troutman stated.

“Energy is not a luxury, it is a necessity that we cannot afford to live without. We thought our retirement would include things like traveling and enjoying things we worked so hard for, but instead we are using it to pay our skyrocketing utility bills. Families, Seniors, Small Businesses, and churches, are all struggling under the weight of these costs. So, I realized that I was not the only one dealing with these unaffordable utility bills,” stated Terri James Logan, founder of the Nipsco Monopoly Madness Group on Facebook. (pictured above)
“We need something done now, and something drastically done through the legislature that is why we are asking for the governor and other public officials who are involved in this to do something NOW. We need drastic measures, or else, we’re not sure what’s gonna happen. I’ve done the math, I’m an accountant, people can’t afford this,” stated Robison.
“It’s not just the 16% rate increase, but it’s the DELIVERY CHARGES, a “Customer Fee,” a “ITSC Charge” and “Sales Tax” on all this, and it all adds up to Four or Five Hundred Dollars on the average per customer. That’s $6,000 Dollars a year, the average household makes $60,000 with both incomes, I DID THE MATH, with all the other bills we have to pay, there is not $6,000 left for NIPSCO. We want to focus on the Delivery Fees,” continued Robison.
THESE FIVE DEMANDS HAVE BEEN GIVEN TO THE GOVERNOR:
To avoid an Economic Crises they are Asking for the Following Actions:
- Immediate Protection from Shut Offs: A 90 Day extension is necessary, to recover from these UNEXPECTED delivery charges.
- Freeze and review Rising Utility Charges: while the state can review the policies and laws that have allowed bills to rise so dramatically.
- Investigate Utility Billing And Oversight: with a full investigation over NIPSCO Billing Practices, Delivery Fees Structures, and regulatory mechanisms that allow charges to increase outside the approved rate increases.
- Provide Financial assistance for Families, seniors and small businesses facing extremely high utility bills
- Investigate billing accuracies, while ensuring residents have clear rights regarding installation and usage charges. The coalition is seeking fairness, transparency, and accountability that ALL costs that need to be regulated, not just the rates, but the extra charges that keep increasing without IURC oversight.
