On Friday, May 1st, Governor Holcomb announced his BackOnTrack program to bring the state of Indiana back from the Stay at home orders and open the state. The state’s program is planned to be a steady, measured and continued process. “We are doing this together and together, we will overcome this disease, and come out a stronger Indiana,” stated Governor Holcomb.
The state plans to continue to monitor new cases and hospital capacity. This plan will rely on, decreasing cases, ample hospital capacity, ample supply of PPE and masks for Employees and employers, and expand a state-wide Contact Tracing Program.
Additionally, to help in the early detection of new cases, the state has partnered with OptumServe to add 50 testing locations in strategically located parts of the state.The state will have increased FREE testing in the amount of 100,000 hoosiers per month at 50 locations throughout the state. The state has increased contract tracing to deploy over 500 contact tracers.
These is just a guidelines and certain requirements may change at any time. Each county or municipality has the ability to reduce these guidelines as they see fit.
A Centralized Contact Tracing will Be Up and Running On May 11th.
STAGE 1 – Already in Place (Since March 24th)
Essential employers and employees will go back to work. During this time, essential manufacturing, construction, infrastructure, government, business, healthcare and other critical businesses and operations have been open, while K-12 school buildings remain closed and all their activities are canceled.
STAGE 2 – Monday, May 4th
(Except Lake, Marian and Cass County)
Gatherings up to 25 people.
People that are 65 and over will continue to remain home. Social and all Gatherings can go up to 25 people. Restaurants can open up at 50% capacity with all social distancing in place. Limited state offices will open. All non-essential manufacturing, industrial and other infrastructure operations can go back to work. Retail can open at 50% capacity, shopping malls may open with limited common areas to 25% capacity.
May 8th – Churches May Open Except for People 65 and Over need to stay at home.
May 11th
Bars with food can open at 50% capacity.
Lake County, Marian County and Cass County may open at stage 2.
Salons, Tatoo Parlors, Nail Salons, and Pet Groomers may open by appointment only.
STAGE 3 – May 24th
Gatherings up to 100 people.
People over 65 can go out cautiously. Social gatherings and hospitality gatherings can to up to 100 people. Shopping Mall common areas may increase to 50% CAPACITY.
Retail may go up to 75 % capacity. Movie theaters may open at 50%. Gyms, playgrounds, campgrounds, basket ball, tennis courts and recreational facilities may open at 50%. Continue social distancing and face masks.
STAGE 4 – June 14th
Gatherings up to 250 people.
Face masks are optional. Zoos, museums, and rcreation may open up at 50% capacity. Social gatherings may go up to 200 people. Large venues may open at 50% Capacity. Restaurants may go up to 75% capacity. Tourism places like Bowling Alleys, Sports venues, Water Parks and Bars may open at 50 % capacity. Continue social distancing and face masks. Professional office buildings may resume work at full capacity.
Stage 5 – July 4th
Restaurants are open a full capacity. All amusements parks are open. Social Distancing is no longer required. but conventions, sports events, fairs, festivals, state fair and like events may resume and remote work will be optional. Retail stores, malls, restaurants, bars, nightclubs, gyms and personal services may operate at full capacity. Restrictions will be lifted at amusement parks, water parks and like facilities.
No news on whether schools will open or not.
“It’s a methodical, step-by-step plan for steady progress which we’ll carefully monitor,” concluded the Governor.
